What is here

The town's first appearance is not as a town. You arrive in Chapter 5 to meet Saki Blakeory and find it empty — Team Xen has taken the inhabitants prisoner, and walking into the Aquarium gets you captured as well. It only becomes the place described below after the events at Blacksteeple Island, when it is repopulated.

The Aquarium is the centre of it, and it does double duty as Valarie's gym. After Team Xen's incursion it is completely empty, and the tanks are refilled during the Akuwa Aquarium sidequest in Chapter 13 — which is why the building looks unfinished on a first pass and full later.

The shops here are specialised rather than general. The Fossil Seller takes shards, not money: a Sail Fossil for 10 Blue Shards, a Jaw Fossil for 10 Red Shards and a Skull Fossil for 10 Green Shards. The Mart Vendor carries the upper-tier consumables — Ultra Balls at 1,200, Luxury Balls at 1,000, Hyper Potions at 1,200.

Larry Locksmith's Plaza, just south of the Pokemon Center, is the other reason to come back. A Blackbelt there gives you a Nugget, and Larry will repair a broken House Key if you bring two Light Clay and one Hard Stone — producing a Reforged Key, which is what opens the strange house on Zorrialyn Coast.

Both tutors are here and they are on opposite sides of the Aquarium: the Move Tutor Center to the west, and the Pledge Tutor to the east, who teaches the pledge moves to a starter Pokemon.
