The Institute sits high on Mt. Terajuma. During Chapter 6 you reach the mountain through the Terajuma Trial; afterwards the cable car and Fly make the return trip quick.
What this area is
The Weather Institute is a research facility near the top of Mt. Terajuma. It is a normal building to walk into and the staff inside will trade with you, which makes it easy to treat as scenery — but it holds two things you cannot get anywhere else.
In the main story it is the setting for a Chapter 6 set piece. Once the Sky Relic turns out to be hidden behind the waterfalls in Terajuma Jungle, Neved gives the group reason to believe Team Xen is after the Weather Institute. The raid is a diversion: while the group fights through the grunts, Zetta secures the Relic elsewhere. The entire Weather Institute attack was added in the 13.5 update.
Getting Castform and the Castform Crest
The Institute is the only place to obtain a Castform. A researcher will accept a Dunsparce — donate one and you receive a Castform in return. The exchange is repeatable, so you can come back with more Dunsparce for more Castform.
Show a Ranger the TMs for Rain Dance, Sunny Day and Snowscape and you will also be given the Castform Crest, which is what makes Castform's form-changing actually worth using in battle.
Finishing Flora's Puzzle Box
The Institute is where the Flora's Puzzle Box sidequest ends. The box itself is found in Chapter 11, on the bookshelf in Flora's room in the Treasure Treehouse in Grand Dream City's Botanical Garden — you take it yourself, and the quest is tracked as your own.
Once you have Fly, bring the box to Mt. Terajuma and into the Weather Institute. Talk to the man in the top-left corner and show it to him. He will open it, but he wants an extra-large pumpkin first. That comes from Goldenleaf Town: interact with the pumpkin south of the graveyard in the top-left of town and beat the Gourgeist guarding it, which the game names Jack-o'-lantern.
Return with the pumpkin and hand it over. The rewards are left on the table: a Sceptilite and a Venusaurite G. The quest expires in Chapter 16, so it has to be finished before then — the Venusaurite G in particular is only obtainable here.
The vendors inside
Two vendors sell form-related items. The Oricorio Vendor stocks Red, Yellow, Purple and Pink Nectar at 3,000 each. The Sawsbuck Vendor stocks Pink, Green, Orange and Blue Petal at 3,000 each, which is the practical way to cover the petal costs for form changes.
The wiki notes that Red Nectar costs more here than it does elsewhere, so if you only need that one, buy it from another vendor.
